USAID “Youth-Powered Ecosystem to Advance Urban Adolescent Health and Well-Being in Nigeria.” Project

Locations: Lagos, Kano and Abuja

Project Background

Women Friendly Initiative (WFI) seeks qualified candidates for various positions located in Abuja, Lagos and Kano for a five-year USAID-funded project focused on improving the health and well-being of urban, poor adolescents age 15–19 by increasing voluntary Family Planning (FP) uptake and continued use - from a holistic, human capital perspective in Lagos and Kano states.

The project, implemented by a consortium of international and local partners, will foster a youth-powered ecosystem to advance urban adolescent health and well-being. The ecosystem centers around Youth Hubs, which are safe spaces to access sexual and reproductive health and rights (SRHR) information and services.

WFI will work with the consortium to facilitate referral linkages between hubs and known higher quality, youth-friendly SRHR providers. These could include primary healthcare nurses, PPMVs, community pharmacists, depot holders, and community health extension workers. WFI will collaborate with the State Associations of: Patent and Proprietary Medicines Vendors (NAPPMED), Community Pharmacists, and the Pharmacists Council of Nigeria (PCN), to work alongside SMOH master trainers and provider associations to monitor and build capacity of traditional and non-traditional actors on youth-friendly health services leveraging on the existing Commodity Logistics Management Systems (CLMS) for government and Corporate Social Responsibility (CSR) of private sector suppliers for FP commodities.

These positions are contingent on final sub-agreement approval between WFI and our prime consortium partner

About Women Friendly Initiative (WFI)

WFI is a not-for-profit, non-governmental organization dedicated to the improvement of the quality of life of particularly women, children and the youth. Since 2003, WFI have worked closely with key stakeholders to address disease burdens and social deprivations amongst these populations through cutting edge, innovative and sustainable solutions. WFI strengthens local institutions, structures, and entities that enhance community health, economic and social welfare, and women and girl-child rights. In recent past, WFI in collaboration with the FMOH and NPHCDA developed, launched and piloted the implementation of the national guidelines on promoting access of AYFHS into primary health care facilities in Nigeria. WFI in partnership with Novel Association for Youth Advocacy is currently advocating for the implementation of the guidelines at sub-national level under her “Strengthening youth - serving coalition for the implementation of adolescent and youth-friendly health services (AYFHS) project in four states of Nigeria” WFI empowerment initiatives supports her target population with education and vocational skills for improved household income especially amongst women and girls in rural and urban slums. WFI and her partners pioneered the concept of depot holders as an innovative FP service delivery channel in especially urban slums in northern Nigeria. The initiative saw the first collaboration, referral linkage, and joint program meetings between public sector health facility managers, Association of Patent Proprietary Medicine Vendors and small business holders enlisted and trained to provide FP information and non-prescriptive contraceptives.

We are recruiting to fill the following positions:

  1. Youth Friendly Service Coordinator (2 positions).

Location: Lagos and Kano

Reports to; Director of Programs

Deadline: 5th June, 2020.

The successful candidate will coordinate state level project (project set up, stakeholders identifications/engagement, development of work plans, budgets, reports, ensure timeliness and quality in project implementation.) across teams, and report to the WFI Chief Executive Officer (CEO) through Director of Programs (DOP). S/he will work in collaboration and close consultation with the Program Manager (PM) to provide day to day guidance, direction, and technical support.  S/he will participate in the capacity building of community-based structures (depot holders, PPMVs, CHEWs, CPs, and PHC Nurses) and mobilizing communities/slums for improved accessibility to quality ASRH and FP Education and services in the states.

S/he will oversee the state level program implementation activities, outputs and outcomes, including timely reporting of all activities, budget development and expenditure monitoring, routine program performance monitoring and evaluation in collaboration with other team members.

Major Accountabilities:

Program Management (50%)

-Coordinate state efforts in promoting youth-friendly sexual and reproductive health services in partnership with the states (Lagos and Kano) associations for Nurses, Patient Proprietary Medicine Vendors (PPMVs), and community pharmacists

- Participate in the state level Community Mapping of Urban slums, Clusters, facilities and community adolescents’ congregational spots in Lagos and Kano states

-Support consortium in the dissemination of mapping exercise findings at the state, LGA and community levels.

-Support the development of advocacy roadmap for adolescent friendly health services at different cadre of stakeholders (Government, Community leaders, CSOs, Health professionals and private sector)

-Strengthen capacity of PPMVs, community pharmacists, depot holders, and other non-traditional providers to provide youth-friendly sexual and reproductive health services and referrals in urban slums in Lagos and Kano, including facilitating increased access to commodities, such as through the Commodity Logistics Management System

-Strengthen providers’ capacity for adolescent/youth friendly health services training and monitoring tools in partnership with partners and the states

- Establish/ strengthen clusters of traditional and non-traditional providers for efficient bi-directional referral system including development and distribution of referral maps

- Assist with the development of work plans and program implementation, including overseeing training and capacity building, community-based sensitization and engagement, appropriate linkage and referral to health facilities, and support for retention in SRHR/FP/HIV services, according to work plans, targets, national policy, guidelines, and program SOPs.

- Work with project implementing partners’ operations department to identify training venues, support logistics, and coordinate required supply chains for project sites

- Plan and coordinate periodic staff meetings in project state

- Support the planning of travel arrangements for all project team members’ trips to their designated State

- Represent WFI appropriately in delegated capacity at relevant state forums

Stakeholder Engagement (35%)

-Engage stakeholders at the state and community levels to build and maintain goodwill towards the project and accurate understanding of project goals to ensure community ownership

-Work closely and manage relations with other Consortium Partners and community partners

-Work closely with other consortia technical teams in implementing project activities including supportive supervision and development of reports and other narratives as required.

-Guide project team members to conduct themselves ethically and professionally, respect participants and community values, and uphold WFI's values and policies

-Represent Project and WFI at relevant community engagement events

Financial Management/Governance (5%)

-Manage monthly state actual expenditure in line with WFI allocated budget, identify variances and ensure that the recommended necessary follow up actions by direct supervisor are done.

- Assist in preparing financial program documents and reports for management and donor

Monitoring and Evaluation (10%)

  • Participate in the development of the project MEL system and update as necessary throughout the life of the project;
  • Work with the M&E team to ensure WFI project's indicators are effectively developed and captured
  • Implement appropriate mechanisms for monitoring, evaluating and tracking of program activities and results;
  • Participate in project related evaluations and research, including developing scopes of work, reviewing survey design, conducting quality control of the work, and facilitating final reports.
  • Regularly review data collection processes, including regular field visits and data quality assessments, and adjust processes as needed;
  • Participate in collaboration, learning and adaptation events at the state levels;
  • Provide regular updates on project progress against key indicator metrics to the DOP for inclusion in donor reports, work planning and learning events;
  • Demonstrate the highest degree of integrity throughout all activities, and raise any concerns with implementation quality immediately with the DOP;
  • Perform any other relevant duties as assigned by the DOP  

Education:

Bachelor in Nursing, Public Health, Medicine, Sciences and Social sciences. A Master Degree in Public Health, Demography, Biostatistics, or related field will be an advantage.

Experience, Skills, and Minimum Qualifications

-Minimum 5 years of working experience at the managerial level in Youth/SRHR/FP program in Nigeria or related field development

-Minimum 2 years working experience in USAID donor-funded youth-focused projects in at least a state in Nigeria

-Minimum 2 years’ experience directly supervising or managing multidisciplinary teams of at least 3 staff, with demonstrated skills in leading professional teams

-Knowledge of specific state policies and youth development networks would be an advantage

 -Understand cultural, gender, religious, age sensitivity and adaptability of implementing states (Lagos and Kano).

- Previous experience working on Adolescent Youth-Friendly Sexual and Reproductive Health programming

-Demonstrated experience and ability for programs in slums

-Demonstrated excellent sense of responsibility and discipline

-Demonstrated ability to monitor and document observed activities

-Demonstrated ability to write clear and accurate reports

-Good knowledge of basic computer software such as Microsoft Word, Excel and PowerPoint and other multimedia communication platforms

-Exceptional ability to multitask, work independently and autonomously

-Fluency in the local language will be preferred and an added advantage

2). Youth Advocacy Officer (2 Positions)

Location: Lagos and Kano

Reports to; Director of Programs

Deadline: 5th June, 2020.

The successful candidate will:

  • Coordinate WFI state level advocacy to government, community-based stakeholders, health professional bodies, interfaith - religious leaders and health providers to make ASRH & FP issues visible, highlight barriers to ASRH and FP and participate in rallies/ outreaches to draw attention to adolescent health issues.
  • Together with other Consortium partners and stakeholders, advocate for the health and wellbeing of especially, adolescents, and youth including their SRH &R and FP in Lagos and Kano.
  • Work with other members of the team to link and build synergy between State FP Commodity Logistics’ Management System and traditional and non-traditional family planning providers in targeted slums and hubs to ensure availability of contraceptives.
  • Support the development of advocacy roadmap for adolescent friendly health services for different stakeholders (Government, Community leaders, CSOs, Health professionals and private sector)
  • Engage stakeholders at the state and community levels to build and maintain goodwill towards the project and accurate understanding of project goals to ensure community ownership
  • Participate in the development of the advocacy measurement indicator metrics and tools from the project Monitoring, Evaluation and Learning Systems;
  • Work with the M&E team to ensure WFI project's advocacy indicators are effectively developed and captured
  • Work closely and manage relations with other Consortium Partners and community partners

Educational Qualification;

-Bachelor’s degree in social sciences, law, public health or any related health field with 3-5 years’ experience in SRHR advocacy including family planning and contraception.

-The post holder will possess a high degree of analytical skill, ability to facilitate change, ability to influence, and ability to communicate key advocacy messages effectively and convincingly to a diverse audience at state, local, and community levels.

Essential Skills:

-Proven capacity to oversee development and implementation of work plans, reports and monitoring and evaluation activities.

-Substantial experience in advocacy and policy development and research.

-Good understanding of ASRH advocacy, family planning challenges and key advocacy messages and tactics for influencing decision, policy makers, state and non-state actors and community gatekeepers.

-Knowledge of the media and its role in raising awareness and shaping public policy on ASRH.

-Good understanding of strategies for achieving increased access to and uptake of  ASRH including family planning services through participatory processes, and the links with gender, diversity and other aspects of identity.

-Excellent conceptual and analytical skills and demonstrable ability to think strategically, innovatively and practically to ensure achievement of desired change objectives.

-Ability to communicate effectively with a wide range of audiences at state, local, and community levels.

-Ability to build and maintain relationships with public and private partner agencies and key contacts in the government, NGO, civil society and the media.

-Strong organizational skills and ability to effectively handle multiple tasks and meet strict deadlines.

-Excellent interpersonal skills, flexibility, adaptability and ability to work effectively as a member of a team.

-Good computer skills (word processing, spreadsheets, email / internet) and ability to be self-supporting in most administrative tasks.

-Fluent English language skills (written and verbal).

Desirable skills:

-Experience in training others in advocacy techniques and influencing tactics.

-Prior work experience in advocacy in Nigeria.

-Knowledge of the adolescent youth friendly policies, functions, structures and decision-making processes of key national institutions with regard to ASRH and family planning.

-Experience working on ASRH and Family Planning HIV/AIDS projects will be added advantage.

-Local language skills (Ability to communicate in Hausa will be an advantage for Advocacy Officer in Kano and in Yoruba for the Advocacy Officer in Lagos).

3) Project Manager (1 Position)

Location: Kuje-Abuja

Reports to; Director of Programs

Deadline: 5th June, 2020.

The successful candidate will:

-Support in a consultative and collaborative capacity, the AYFHS Coordinators and advocacy officers in Lagos and Kano states in the day to day implementation, technical guidance and inputs and ensuring compliance with National AYFHS Standards of Practice and FMoH and SMoH Family Planning Service Protocols.

-Participate in the design of community-based structures (depot holders, PPMVs, CHEWs, CPs, and PHC Nurses) strengthening efforts including trainings, innovative ASRH service delivery approaches and documentation tools.  

- Support the State level team to ensure compliance with WFI and the Projects’ rules and regulations and report to the WFI Chief Executive Officer (CEO) through Director of Programs (DOP).

-Work with the YFHS Coordinator and State advocacy staff to ensure prompt, timely and detailed monthly, quarterly, bi-annual and annual report writing.

Key Performance Indicators

- Assist with the development of work plans and program implementation, including overseeing training and capacity building, community-based sensitization and engagement, appropriate linkage and referral to health facilities, and support for retention in SRHR/FP/HIV services, according to work plans, targets, national policy, guidelines, and program SOPs.

- Plan and coordinate periodic staff meetings in project states

- Warehouse WFI’s monitoring, evaluation, research and learnings on the USAID “Youth-Powered Ecosystem to Advance Urban Adolescent Health and Well-Being in Nigeria.” project.

- Support the planning of travel arrangements for all project team members’ trips to their designated State

-Work closely with other consortia technical teams in implementing project activities including supportive supervision and development of reports and other narratives as required.

Monitoring, Evaluation and Learning (MEAL)

  • Demonstrate leadership in the development and implementation of an M&E strategy and/or implementation plan
  • Ability to provide advice, guidance, and consultation to DOP on the interpretation and application of monitoring and evaluation data and findings
  • Demonstrate ability to develop and conduct robust assessments and evaluations.
  • Demonstrate knowledge of information and communications technology and its application to performance monitoring and evaluation

Education:

4. Project Accountant (1 Position)

Location: Kuje-Abuja

Reports to; Chief Executive Officer

  • Minimum of three years’ post NYSC work experience in Accounting / Finance related role
  • Previous experience in managing donor funds and supporting partner organizations working on USAID funded project
  • Strong knowledge and experience applying USAID finance, procurement, contracting and grant management regulations.
  • Excellent computer skills, particularly Excel & Word (MS Office in general)
  • Strong working knowledge of one or more accountancy software applications (QuickBooks accounting package especially)

Program Management - USAID “Youth-Powered Ecosystem to Advance Urban Adolescent Health and Well-Being in Nigeria.” Project - (50%)

-WFI other project financial management – (50%)

The successful candidate will:

  • Work with the CEO, DOP and DAI to co-ordinate all financial transactions and operations, such that funds are provided to facilitate timely and smooth operations
  • Ensure staff and consultants pay mandatory taxes (PAYE and WHT respectively) and same are remitted to appropriate bodies
  • Produce and submit financial reports on projects to DAI, or the consortium as regularly as requested
  • Prepare the various organization’s financial reports at regular intervals (monthly, quarter, half-year, annual) and Income/Expenditure, Balance Sheet and facilitate the process of auditing WFI’s accounts
  • Check /Verify requests for payments, and purchase orders, prior to payment run, to ascertain whether sufficient project funding is available and that requests are charged to correct budget lines
  • Prepare accurate and timely project financial reports
  • Monitor organizational cash flow and deal with fund transfer request by donors in a timely manner whilst ensuring proper liquidation of previous advances
  • Responsible for filling all organizational and donors’ financial returns in a systematic and secure manner for proper audit trail and easy retrieval
  • Attend to queries regarding project reports/budgets in a timely manner to avoid delays to project plans attributable to late processing

Education

  • A Bachelor’s degree or Higher National Diploma in Accounting, Economics or related course with strong NGO experience.

5 Project Assistant

Location: Kuje - Abuja

Reports to; Director of Programs

Deadline: 5th June, 2020.

-Program Management - USAID “Youth-Powered Ecosystem to Advance Urban Adolescent Health and Well-Being in Nigeria.” Project - (100% LoE)

The successful candidate will:

Administrative management

  • Operationalize administrative procedures such as Time sheet, Travel and transportation, Documentation, and Procurement of services of Consultants.
  • Manage and review approved claims of staff on the project
  • Create and update staff information in personnel files
  • Liaise with other units to update WFI’s fixed assets register
  • Pro-actively contribute to day-to-day project implementation and ensure conformity to expected results and project work-plan;
  • Maintain project correspondence and communication;
  • Collect, register and maintain all information on project activities;
  • Advise all project counterparts on applicable administrative procedures and ensures their proper implementation;
  • Contribute to the preparation and implementation of progress reports;
  • Prepare agendas and arrange field visits, appointments and meetings both internal and external related to the project activities and write minutes from the meetings;
  • Maintain project filing system;
  • Prepare routine correspondence and memoranda for CEO signature;
  • Receive, screen and distribute correspondence and attach necessary background information.

Financial management:

  • Follow-up on timely disbursements by donors/prime partner;
  • Assist in the preparation of payments requests for operational expenses, salaries, insurance, etc. against project budget and work plan;
  • Support the preparations of project work-plan and operational and financial planning processes;
  • Monitor project activities, budget and financial expenditures and maintain a proper record of approved project budgets and their revisions;
  • Prepare and submit expenditure and programme budget status reports;
  • Prepare recurring reports as scheduled and special reports as required for budget preparations and audit;
  • Advise and assist CEO and DOP on all aspects of allowances, travel claims and other financial matters and calculate payments due for claims and services;
  • Undertake other financial and administrative tasks on an ad hoc basis.

Procurement:

  • In accordance with the Work Plan arrange for procurement of equipment, supplies and services;
  • Arrange for equipment maintenance and insurance as required;
  • Ensure that contractual processes follow the stipulated USAID/WFI procedures;
  • Physically clear and ensure delivery of equipment and supplies procured for the various programme sites;
  • Maintain records over project equipment inventory.
  • Perform other duties as assigned.
